It really does appear that regietheater and regieopera have been consistently rendered in English as "director's opera" and "director's theater" and Miller was certainly being described as "director" of the Mikado in 1986. Verity Lambert and Gene Roddenbury were both credited as producers (hiring directors for individual episodes). Sorry for any confusion caused.
