I'm always invoking a film called 'Frailty' when I talk about the shortcomings of 'Till We Have Faces', the common denominator being genre expectations. Admittedly, I have yet to see 'Bugonia' but I wonder if there are similar issues here? A story in which a character believes he must do something drastic to save the world can be (a) about an individual who is delusional or (b) about an individual who really is saving the world. It depends on the kind of story being told.
